Elaine exemplifies the proud tradition of public service through her distinguished career of managing and protecting public lands. Elaine’s Federal Government career spanned 31 years, where she served the Bureau of Land Management in California, Arizona, Eastern States and Washington, D.C. before retiring in 2006 as State Director in Oregon/Washington.
One of the highlights of Elaine’s BLM career was directing the newly formed National Landscape Conservation System (NLCS) in 1999, the precursor to today’s National Conservation Lands. Elaine was instrumental in creating this land system--BLM’s newest and most innovative public land conservation designation--that allowed traditional uses while ensuring resource sustainability.
In addition to her leadership on Conservation Lands Foundation’s Board of Directors, Elaine is a board member of the the Public Lands Foundation, where she was recently awarded its Lifetime Service Award for excellence in public land management, and the prestigious High Desert Museum in Bend, Oregon.
Elaine received the Secretarial Public Land Stewardship Award for her work in Arizona, and was honored by the Department of the Interior with the Secretarial Executive Leadership Award for outstanding career performance.
